of February 2002 there is a distinct pattern in the speech and the way it reflects the development and potential of globalisation. The main aim of the speech is to
encourage globalisation by acknowledging the difficulties and the negative aspects, but to also appreciate the positive aspects which are presented. A cynical approach would be to look at this speech
and argue that this is a speech that could be classified as propaganda, there is the use of a range of tools that seek to persuade with both words and
also the use of statistics. In the speech there is also the reflection of the way international relations are developing. The development of the world may be seen as
following a process, which is also seen this speech. The political thought has had chance to mature over that last half century. Where as once it was believed that the
right approach was that of force and conquest. During the early days of the World Trade Organisation, there was a domination by the more powerful members. This domination may still
be present, but the cost of force is greater use of diplomacy and the need for co-operation and consent. This has also been accompanied by the realisation of the way
in which the past has impacted on both the globe and also on the individuals within many states. The speech shows the transition with the quote from Bevan, where
Moore states that "Bevin said in 1951: "My foreign policy is to be able to go to Victoria Station and go anywhere I damn well please"." (Moore, 2002). The approach
