of course, brings up the question of how the US should use this power. In other words, what goals and issues should be considered a priority? Those pertaining to strictly national interests? Or, those pertaining to global interests? Examination of the issues plaguing the world today shows that the time has long past when any country in the world can ethically pursue foreign or domestic policy that considers only the interests of their own country. While this fact is evident in regards to a number of issues, it is particularly obvious in regards to combating HIV/AIDS and global warming. By placing these global issues ahead of purely national interests, the US can signal that it is willing to be a "team player" with the rest of the world and that it is using its power wisely. Despite the fact that President George W. Bush has finally reversed his stance that global warming does not exist, the Bush administration continues to reject the mandatory reductions in greenhouse gas emissions described by the Kyoto Protocol (Carey and Shapiro, 2004). President Bush argues that steps, such as mandatory limits, will "cripple the economy" and Energy Secretary Spencer Abraham has said that it is better to develop "low-carbon technologies to solve problems if and when" these problems appear(Carey and Shapiro, 2004, p. 18). Many people would argue that problems with relying on high carbon forms of energy, specifically burning oil and coal, are already here and the need for this technology is urgent. Considering this reality, the priorities of the present US government seem narrow, na?ve and unrealistic. This is particularly true when considered next to the enormous repercussions of continued global warming.
