paper will analyze global terrorism in three respects: (1) outline the stated goals and actions of the US government, (2) evaluate whether these are the right goals and strategies, and
(3) discuss whether the US has been doing a good job in carrying out our policies. Finally, this paper will argue for some changes, based on the successful experience
of some US and non-US efforts. US Terrorism Strategies: Before 9/11 US anti-terrorism policy existed before 2001. Ronald Reagan encountered terrorist acts with the Achille Lauro and the bombing
of the US Marines at the US Embassy in Beirut. Al Qaedas first attack on the WTC was in 1993, with some loss of life (Richelson, 2001).
The response of the US was as varied as its presidents natural inclinations to fight terrorism. Reagan responded to Pan Am 103 by bombing the house of Moammar Qadaffi.
Clinton responded to the 1993 WTC attacks and a string of later such terrorist incidents (El Khobar Towers, the USS Cole, the Saudi bombings) with nary a whimper, other
than lobbing cruise missiles at an aspirin factory. Although policy statements against Al Qaeda and the Taliban were issued (The White House, 1999) in the late 1990s, little was actually
done to stop them. 9/11 Changed Our Goals and Strategy US goals just after 9/11 were to destroy the Taliban in Afghanistan and disrupt Al Qaedas ability to wage
continued terrorism against the US (Benjamin, 2003). In the first, we were largely successful a few months after our invasion of Afghanistan. The Taliban were relegated to the
