Moving forward, social workers must be armed with a quantitatively justified instrument with which to judge the risk of substance abuse behaviors in particular individuals, so that appropriate interventions and
therapeutic measures might be taken as early as possible. This paper explores the development of just such an instrument. A 15-item survey instrument is included, using a Likert scale to
quantify responses to experiential questions and conclusively provide a numerical representation of individual risk for substance abuse among elderly patients. Paper Since the early twentieth century, social work
has largely been oriented in a problem-centric perspective. This means that social workers tend to approach their subjects from the context of identifying what problems with social development and adjustment
are being experienced, and then developing solutions for their clients. Because of this approach, social work has been generally useful in areas such as developmental psychology, in identifying certain social
trends that qualify as pervasive developmental problems for particular demographics. One of the most worrisome and perplexing such phenomena is the rising incidence of substance abuse among the elderly. This
paper will explore the concept of substance abuse among the elderly in the context of studying the phenomenon itself and then developing a quantitative instrument for assessing risk behaviors related
to the onset of substance abuse behaviors among the elderly. The phenomenon of substance abuse among the elderly is nothing new. It may well be surmised that it has been
an issue for many decades. However, it is only in recent years that strict measurements of the severity of the phenomenon have come to light, largely as the result of
