prices go up, and generally just simply blame the government for the rise because they somehow feel it is their right to affordable gas prices. With that in mind the
following paper examines, briefly and generally, the reason for the rise in gas prices and the governments involvement in those increases. Gas Prices In better understanding some of
the problems today, it is important to go back in time a short distance to see some of the decisions and actions that have led us to this particular point.
The author of this article asks, "So exactly why are gasoline prices so high in the Chicago metropolitan area?" and answers that "The Clinton administration professes not to know exactly
whats going on, but proposes a commission to get to the bottom of it. But forget the commission: We know exactly whos responsible for these prices" (Taylor, 2004). It
seems that the primary players were "former President George Bush and the 102nd Congress, the proud parents of the Clean Air Act amendments of 1990. Those amendments require refiners, starting
this month, to reformulate gasoline with oxygenates for select parts of the country" (Taylor, 2004). This is apparently the root of the problem for the "The law forces refiners to
dedicate their facilities to distilling one kind of gasoline or the other. Its very costly and time-consuming to retool refineries to produce different kinds of gasoline, so its extremely difficult
for refiners to react quickly to shortages" (Taylor, 2004). This article, likely written around the year 2000, indicated that this was a very prominent subject even a few
