The companys markets and customers have changed, and with the introduction of various types of competitors, so has its industry. It has determined that it should divide its operations and move a significant portion to sites in Ireland and India, where it can gain greater technical expertise for direct customer questions at total costs lower than what is currently required to provide less service to customers. The problem lies in how the company should deal with its employees, which fall into two groups: those who will remain with the company and those who will be terminated. Issue and Opportunity Identification Issue 1 Global Communications management believes the leading issue to be too much competition in that local, "long-distance and international markets are all competing for the same business" and have been further pressured by entry of cable companies into the telecommunications industry. The leading issue is not that there is too much competition, but that to date Global Communications has not been able to differentiate itself from its competitors. Opportunity 1 Global Communications has opportunity to differentiate itself and its products from industry competitors. The company has the opportunity to reshape itself so as to be more competitive in its industry. Issue 2 Global Communications management understands that current employees and their union representatives will not be receptive to the plan that the company has determined to follow.
