One way in which to answer this question is to define the concepts of both goals and planning in order to get
a better idea of both concepts and aspects. According to writer Graham Weir, planning - especially strategic planning - is defined as what is used to lead an organization toward
strategic management (Weir, 2002). In its simplest form, therefore, a plan is pretty much a roadmap - it helps the company pay attention to the "big picture," keeps the company
and its employees on the straight and narrow and offers information about what to do in the event of an environmental or other change (Weir, 2002).
What, then, are goals? Simply defined, goals - in this case, objective goals - are expectations that are set (or developed) in order to obtain both
concrete and measurable results (Lorentz Consulting Group, 2002). The important word when it comes to goals is "measurable." Meaning if the strategic plan is the road map that helps lead
an organization to a certain destination, the goals are the signposts - or the mini-destinations that are placed on the roadmap to tell the driver that he/she is headed in
the right direction. Keeping these two definitions in mind, then, lets go back to the question about goals implying planning and
