exponential rate. Yet, for all of its technological advancement, in many parts of the world mankind still suffers gross indignities. Many in the worlds communities believe that global interdependence demands
that humanitarian issues be part of the overall vision of the new world village. While the United States and the nations of the world are intensely focused on protecting the
millions of people from terrorism, it becomes obvious that these same countries need to also protect the millions of people who are in real and immediate danger of dying from
poverty, hunger, and disease. A threat to some, in the essence of global interdependence, is a threat to us all. Like a ripple on the pond, it would seem that
policies which are enacted in the United States have lasting effects in countries around the world. Likewise, the course of action determined by policy makers in India affect those who
are half way around the world. Juan Forero reporting for the New York times in June of this year, stated that Latin
America, to use an example, is growing tired of the democratic rhetoric. "A widely noted United Nations survey of 19,000 Latin Americans in 18 countries in April," states Forero, "produced
a startling result: a majority would choose a dictator over an elected leader if that provided economic benefits"(Forero 2004). Most in that country are disenchanted with their elected officials as
nothing has been done to address the crushing poverty in that country. The United Nations has called upon the larger countries who have been sending aid into Latin America, to
stop subsidizing the farmers and instead to support investment in these countries and helping/allowing these countries, like Latin America, to help themselves. This begs the newly emerging question,
