the Balkans, the U.S. was, ostensibly in a peacetime scenario. Eight years later, as Mr. Bush prepares to leave office though, what sort of legacy is he leaving behind? Though he had a brief moment of glory on his tough stance following the terrorist attacks of 9/11, Bush leaves office with the economy sliding into recession, a messy war in Iraq, a failed effort at Social Security reform, and a very low approval rating. Interestingly enough, President Bush began his first term in 2001 without a specific mandate, other than being the "education president" (America, 2008). He also entered office on the back, many thought, of a presidential election resolved by the Supreme Court rather than by the will of the people. Bushs promises were to conduct a "humble" foreign policy, while working on issues at home, such as education (America, 2008). All changed, however, when 9/11 happened -- and Bush came from being the domestic president to being the "war on terror" president. He launched retaliatory strikes on Taliban strongholds in Afghanistan, which was applauded by the rest of the world. But when he sought to end Saddam Husseins reign in Iraq, he received negative response from allies (America, 2008). With little support from anyone, the U.S. invaded Iraq in 2003 -- and without understanding the challenges of a postwar Iraq or having any kind of exit strategy, the United States is still there (America, 2008). Also, in response to the war on terror, Bush has strengthened intelligence-gathering at home and abroad, while asserting executive privilege over surveillance, interrogation, domestic security and other issues (Harris, 2008).
