Hansen, Miyazaki, et al, report that quite a few studies have shown that, though most state lotteries are experiencing a regressive tax incidence, several states have had just the opposite be true(Hansen, Miyazaki, et al, 2000). The authors thesis, then, can be stated that those states which had a more mature lottery system and had begun to realize sizeable amounts of tax revenue where experiencing a progressive tax incidence as opposed to the more immature lottery systems who were still finding themselves in a regressive tax incidence. This research can be considered important on many levels. First, the lottery system in many states, especially Floridas, has been established for a good amount of time and has begun to realize good returns. Why this is occurring when several other states are involved in litigation involving misappropriations of funds and other complaints, other states, Florida among them, seemingly have been able to make the lottery system work as promised. These researchers, then, were interested in finding out why Florida has been so successful in their lottery campaign and how they are differing in their implementation of the system in their state from other states. They studied five states that had implemented the lottery in their states and then compared the tax incidence rates. Those states utilized were Oregon, Florida, Indiana, California, and Minnesota(Hansen, Miyazaki, Hansen, et al, 2000). Their findings would be immensely helpful in determining how the tax incidence was affected due to the influence of the lottery.
