Rural areas have many needs yet little money to fund those needs. Rural evelopment in many cases is thwarted as a result of lack of funds.
Private funding in particular is limited in these areas but even governmental funding leaves much room for improvement. Rural areas have traditionally been taxed less than municipal areas.
As a consequence there is less of a tax base to support economic development. Although there are some notable exceptions, most state and federal grant monies have been directed
towards municipal areas rather than rural areas. The need in rural areas, however, is great and most would agree that an increased economic base would go a long way
towards addressing those needs. There is in fact a diversity of needs in rural America that could be addressed with increased funds.
As a general rule, Americas rural population has less access to stores, health care facilities, even libraries. An equally important point is that information flow into and out of
these communities overall is much more limited than it is in urban America yet information is just as much a necessity of their lives as it is the lives of
any other segment of the U.S. populace. Rural America has a need to keep up with the current advancements in science
and medicine, they have a need to be abreast of current legislation, they have a need to have access to general library materials and even to the classified advertisements through
which they can both buy and sell the goods which they need and manufacture in their farming and other occupational pursuits. There is often little opportunity for the youth
