the target behavior. Once the behavior is identified, the team considers social, affective, environmental and/or cognitive factors that are associated with the target behavior (CECP, 2001b). The approach is
based on the perspective that behaviors do not occur in isolation. There are always internal and external factors involved when a person chooses to behave in a certain way. The
team wants to learn why a student is doing behaviors that interfere with their own learning as well as the learning of classmate (CECP, 2001b). This type of assessment is
important because it provides insight into what is happening. When the various factors are considered, it will lead to some reasons as to why the behavior is occurring (CECP, 2001c).
For example, there may be two students who act out at the same time but the reasons are different for each. One may not feel they know enough to do
the task while the other one gets distracted. The differences will become known when a functional assessment is conducted (CECP, 2001c). There are steps in this process. The first, mentioned
earlier, is to clearly and specifically identify the problem or target behavior. The teacher (or IEP team) needs to know how often the behavior occurs and when it occurs. One
question might be whether or not this behavior occurs in other settings, at different times in the day, etc. (CECP, 2001a). As the notes of the observation records
are reviewed, ideas should emerge regarding why the child is doing these behaviors. For example, what is happening just before the behavior and what happens after. This analysis will provide
