intelligence agency become without impinging on the rights of citizens. Obviously, the gathering of intelligence does impede individual rights, at least to an extent. Thus, the problem is aligned with
making sure that the rights of Americans are upheld without compromising their right to privacy. No one wants a police state. The dilemma may be thought of as one that
concerns the battle between individual rights and the governments need to protect the welfare of the citizens. In addition to scrutinizing the public for information, interagency cooperation is an
idea that would both expand the knowledge based of each agency and reduce the need for duplication of activities. One example of how this is done appropriately is the CTC
or the Intelligence Communitys Counter-terrorist Center that was created in 1986 (Deutch, 1996). It was founded in order to bring all the elements of the intelligence agencies together to gather
and evaluate information from different parts of the world (Deutch, 1996). The CTC has officers stationed in ten distinct agencies such as the CIA, NSA and FBI (Deutch, 1996). While
this tactic can work, interagency cooperation still does not eliminate the need for continued intelligence gathering. In other words, it helps, but it does not resolve the basic dilemma of
balancing individual privacy with the governments need to know. While agencies fight with one another at times, and the public does not want their rights compromised, some feel that
the executive powers should be increased. This way, the president can step in and mandate that something be done for the good of the people. This idea is one that
