system. Scope of the Problem In the United States, health care costs are rising at four times the rate of inflation, placing a staggering burden on employers, who often are
forced to cut benefits for their employees (Health insurance cost, 2004). The employees, in turn, are forced to pay for more and more of their own health care, which can
mean thousands of dollars per year in expense (Health insurance cost, 2004). In the U.S., "[H]ealth care spending is 4.3 times the amount spent on national defense ... [and]
15.3 percent of ... Gross Domestic Product (GDP)" (Health insurance cost, 2004). There are, at any given time, approximately 44-45 million Americans uninsured; most of them say they simply cannot
afford to buy their own insurance (Health insurance cost, 2004). (The average uninsured American is working, but may be self-employed, have a job that does not include benefits, or simply
be unable to afford the skyrocketing premiums.) Since 2000, "premiums for employee-sponsored health insurance in the United States have been rising five times faster on average than workers earnings" (Health
insurance cost, 2004). The rising costs are bringing hardships to insured and uninsured alike; the single biggest cause for personal bankruptcies is medical expenses (Health insurance costs, 2004). Everyone agrees
