evolution of public policy moved toward a New Federalism. How did this effect public policy? Was this positive or negative? Why? Defined as a political philosophy in which
a transfer of powers occurs from the United States federal government to the states, new federalism is a recent idea to empower the individual states by giving them some autonomy
to handle certain situations on their own without the federal government superseding or intervening. With so many states operating in debt over the last several decades, state capitals have begun
asking the federal government for some monetary assistance. However, the fact that states are so broke offers unprecedented opportunities for the federal government to intrude into areas that were strictly
the purview of states. (2) Does Policy Analysis always show bias toward liberalism or conservatism? Indicate and support your position as to how bias
