greater emphasis on the role and importance of strategy in a increasing competitive commercial environment, it may be argued that the models are moving towards a more holistic approach, combining both formulation and implementation into a single stage. To consider how this evolution is taking place and assess if the perception of the moving together is correct we need to look at how strategy and formulation have been viewed in the past; looking at the general way strategy has been approached and also the more defined linear models where there is a clear demarcation between strategy formulation and implementation. The first stage is to define what is meant by the term strategy. The meaning of strategy in business term is defined by the English dictionary as "A plan of action or policy in business or politics"(Oxford Concise English Dictionary 1991:1205). Although accurate this can be taken further "Strategic management is synthesis of analysis and planning for value creation and delivery" (Elliot et al, 2001). It is worth noting that within these definitions it is planning that is emphasised, but the action is also mentioned, and there is not the need for a particular style of planning. Mintzberg (et al, 1995) proposed a model he called the 5 P Model. The 5 Ps are plan, ploy, pattern position and perspective. These are not the stages of strategy formulation, but the ingredients. The plan is the classical view of strategy with military type tactics and planning. It is with his that we see theoretical literature refer to many military and political tacticians, as seen in the writings of Sun Tzu and Machiavelli.
