of American Foreign Policy School of Advanced International Studies, at Johns Hopkins University, knowledge of the United States Constitution is helpful in understanding the role that Congress takes in the
formulation of foreign policy. The overall consensus, of those who formulated the document, was that foreign policy was too important to the welfare of the United States to be left
to the discretion of one man, the President. Therefore Congress has been given a variety of roles in relationship to foreign policy. For example, the authority to approve
trade agreements is given exclusively to Congress. The legislative powers of Congress are needed to raise a military and declare war, which by definition would influence foreign policy. The
