but especially among Palestinians and Israelis hopes soared" (p.63). The truth is that Clintons foreign policy was all show and that it soon began to unravel. Phillips (2000) says:
"The Clinton Administration both overestimated Arafats commitment to peace and underestimated Saddams ability to threaten U.S. interests in the region." This set up a dangerous situation. The United States
was tolerating Saddams charades while talking to Arafat, a PLO leader who has not ever successfully ended any conflict, but who cannot even control his own people. Arafat is an
ineffective leader while Hussein is a tyrant. Yet, President Clinton saw fit to treat these men with kid gloves and even to negotiate on some level. That was a serious
mistake as it created a weakened picture of the United States. President Clintons reign has come to an end and since that time, George W. Bush became president and was
soon afterwards faced with a terrible situation. The Twin Towers were demolished and it was attributed to Osama Bin Laden. While this terrorist is not Saddam or Arafat, he threw
a wrench into foreign policy. For both Saddam and Bin Laden, Clinton knew they were dangerous but always seemed to just miss capturing them. In any event, the transition between
the Clinton and Bush administrations is nothing compared to the transition in foreign policy that occurred between September 10, 2003 and September 11, 2003. Bennis & Chomsky (2002) wrote a
book about a before and after scenario in terms of foreign policy. Indeed, foreign policy has changed significantly and the U.S. has gone into battle almost unilaterally. For some time,
