who are not covered by health insurance are much more likely to experience delays in their parents seeking care and to have a higher level of unmet health care needs

population, particularly for low-income families. Experts recognize that the structure of the health care delivery system may also influence the accessibility of care (Rosenbach, Irvin and Goulam, 1999). This is
particularly true for health emergencies that occur at night and on weekends. Therefore, mechanisms that encourage parents to establish an ongoing relationship with a primary care provider are important for
improving access to health care (Rosenbach, Irvin and Goulam, 1999). Also education concerning the importance of preventative care is significant. Enabling services, "such as transportation and translation," can also
play a role in proper access for low-income families (Rosenbach, Irvin and Goulam, 1999). A study that focused on the use of use of managed care with Medicare enrollees reported
that these clients experienced greater satisfaction and access than those receiving care on a fee-for-service basis (Rosenbach, Irvin and Goulam, 1999). In 1989, Congress selected three states as proving
