and effectiveness of the web site. The report will first explore the standards that have been established by empirical research concerning what components combine to make a web site attractive
and efficient in conveying information. Components of an effective information system : A web page provides a simple and inexpensive way for an organization to communicate with the general public
(Siguel, 2001). However, while web pages present text, it is a misconception to think of them as identical to other mediums of written text. Increasingly, web pages are of a
service to the public than a form of written document (Dowling, 2001). Therefore, the services provided need to be presented in such a fashion that use of the web
site is intuitive, that is, the navigation system of the web site should be obvious and "user-friendly." According to Li (2002), there are two principal dimensions to effective Web design:
presentation and navigation. There are also three basic presentation approaches: graphic, textual and balanced (Li, 2002). A graphic approach is visually appealing but it may take a long time for
graphics to download, making the site difficult to access (Li, 2002). A text heavy site, on the other hand, looks "gray" and therefore unappealing. Therefore, most web site design seeks
to achieve a balance. Within these parameters, Web designers have to determine a navigational system that it easy for the user to find information available at that site. Research
