to the welfare rolls. Education is important for the nation and while in general many students go on to higher education, there are segments of society that find itself at
a loss when it comes to success in education. Many of these failing systems are in cities, although there are failing systems in rural and suburban areas as well. To
focus on this very serious problem concerning the educational system, the city of Cleveland, Ohio will be discussed. Clevelands school system had been failing and in fact, in 1999, fewer
than one in three students would graduate from high school1 . It is true that Ohio has a voucher program and to an extent that is a measure that could
help to remedy Clevelands failing schools. At least, that is what the city of Cleveland is trying but results have been mixed. Do voucher programs really work? Ohio set
out to find out whether or not the private schools fared better and students who were involved in the voucher programs did better. In a study, voucher students had been
compared with public school pupils and it was found that those who had the vouchers did do better in language arts such as grammar but they did not do better
in math or develop better reading skills2 . Also voucher students, in terms of language scores, had only showed slightly higher results when tested appropriately3 . There has in fact
been a lack of dramatic results in terms of the chosen solution by the state; also noted is that in Cleveland, 80% of students happen to come from low-income
