that although Dickens begins A Tale of Two Cities by drawing comparisons between France and England of the period, in a way which implies that he sees both as suffering
from poverty and injustice as a result of the actions of their respective governments, he later presents England as something of a safe haven for those fleeing the atrocities perpetrated
in revolutionary France. From this, we can perhaps assume that despite his harsh criticisms of Victorian England, and of industrialisation, in his other works such as Hard Times, Dickens regarded
these social conditions as preferable to those which were prevalent during the French Revolution.
When Lucie finds her father in Paris, she refers to England as a place of "peace and rest" (book 1. ch 6)
and Charles Darnay speaks of England as his "refuge" (book 2, ch 9). France is presented as dangerous, violent and unstable, especially in the graphic descriptions of the actions of
the revolutionaries. However, it is also notable that Carton, on his way to the guillotine, mentions his belief that after the revolution there will be a "beautiful city and a
brilliant people rising from this abyss" (book 3, ch 15) which would seem to indicate that Dickens held out some degree of optimism regarding post-revolutionary France.
