The city of Scottsdale, Arizona, quite rightly is proud of the award it has won from the Government Finance Officers Association of the United States and Canada (GFOA).
This award is the Distinguished Budget Presentation Award for FY2003/2004, and as city government explains, the "award is the highest form of recognition in governmental budgeting. Its attainment represents a
significant achievement by the City of Scottsdale organization" (City Finance: FY 2003/04 Budget, 2004). The citizens of Scottsdale can be particularly proud of the city government they have voted
into place, for in this era of questionable accounting practices and "shady deals," the City of Scottsdale has won an award for outstanding governmental financial reporting. Points of Disclosure
The overriding requirement for receipt of the Distinguished Budget Presentation Award is that the document being assessed "meets program criteria as a policy document,
as a financial plan, as an operations guide, and as a communications device" (City Finance: FY 2003/04 Budget, 2004). The City of Scottsdales annual report has been closely examined
by those most capable of uncovering questionable practices, incomplete statements, misstatements and other characteristics that can plague annual reports and likely go unnoticed by the casual observer (i.e., the citizen).
Citizens of Scottsdale can be assured that City government is not providing them with a report containing such calculated errors. As the
City government explains, the Citys annual report not only won the overall award for excellence in governmental reporting, it also won distinction for each of the four separate areas in
