upcoming generation is not very interested in farming and so there are middle aged and older farmers struggling to survive in a world with giant farms. These new large farms
are owned by corporations and the family farmer is being displaced. This is not a phenomenon unique to farming. When Wal-Mart breaks ground for example the mom and pop stores
go out of business. There are in fact negative economic impacts of growth and development as a result and this has been seen in Orange County, New York. Orange
County is now well known as the home of OCC or Orange County Choppers. It is also a very rural area in upstate New York that is on the verge
of change. The loss of farmland to development--whether it is residential or commercial, or farm or nonfarm--can have a negative impact on the community and puts a strain on the
economic base. Growth has occurred in Orange County through population increases and this means that the county needs more, and not fewer, resources. In 2003, the estimated population for Orange
County was 363, 153 and it had grown by 6.4% ("Orange," 2005). It had grown 11% between 1990 and 2000 (2005). Most people make a living there. However, about 10.5%
of the community lives below the poverty line (2005). Also, it should be noted that 9.8% of farms are minority owned and 26.4% are owned by women (2005). Hence,
there is a mix in terms of who owns these lingering farms. In 1998, it is noted that the farmland protection program had allocated funds due to the fact that
the state thought farms as important and beneficial to the economy ("Orange County," 1998). Pataki says that the family farm is important for the rural economy (1998). The governor comments
