that family violence occurs only in low-income families, where daily life stressors can have a negative impact on parental functioning. Herzberger (1996) argues that child abuse and domestic
violence occurs across socioeconoimc divisions, but that it may be more prevalent in low-income families because low-income mothers isolated in impoverished neighborhoods may not have the exposure to situations that
would result in developing better parenting skills. At the same time, researchers have also argued that child abuse and neglect is cyclical, occurs in families experiencing problems with
substance abuse and also occurs in marginalized populations. These viewpoints, though, are not inherently indicative of the problem as a whole or the way in which low-income families are often
stigmatized and incorrectly labeled as child abusers. In fact, Herzberger and a number of other researchers have conducted studies that suggest that low income women are more often mislabeled
as child abusers than any other single population. Further, these studies have also suggested that claims of child maltreatment can occur in populations of mothers who participate in the
same behaviors as others. For example, a mother may be more likely to be deemed a child abuser for a particular act than the father participating in the same
behavior. This concept of "mother blaming," then, has influenced the view of low-income families, single-parent families and the seeming correlation with the increasing prevalence of child maltreatment. If
a child has been seriously injured by his parent, under what circumstances, if ever, should he or she be returned to that parents care? why? When a child has
been seriously injured by a parent, they are often removed from the home and placed in foster care, awaiting decisions regarding decisions about their parents choices and ability to continue
