II. FAIR HOUSING Nadene and her two boys were having great difficulty finding a place to live. Whether it was due to her race, gender or the fact that she had children, Nadene was running into nothing but rejection after rejection. Of course, her choices were severely limited, inasmuch as her income was as well, which only worsened her situation to the point that she finally had to settle for a rundown, unkempt one-room apartment that was in a highly unsafe neighborhood. The fundamental basis of the fair housing concept is to make sure that people who are otherwise unable to obtain decent living arrangements are extended much of the same opportunities bestowed upon the rest of society. However, somewhere along the way, the very policy that was implemented as a means by which to avoid such socially undesirable aspects as discrimination is demonstrating that exact perspective. In effect, it can readily be argued that the people fair housing was designed to protect are the same people who are now victims of its discriminatory practices.
