in which cultural and other differences between countries can affect the extent in which they participate in international business interactions, and this can be seen particularly in Europe, because of
the complexity of structure of the EU. Because the European Union has the aim of harmonisation of social and economic policies, but at the same time wishes to retain the
cultural individuality of its member states, there is bound to be conflict between the two perspectives.
For example, since the introduction of Eastern European countries into the community, following the collapse of the Soviet bloc, the economic differences between the richer and
poorer nations have become more evident: it was extremely difficult for nations from the former Communist bloc to adapt to the levels of manufacturing and production which were already common
amongst Western nations. One can also see this in microcosm in the difficulties which Germany has had in terms of reconciling the East and West sectors, after reunification. Legal differences
between countries can also have an impact on harmonisation: in theory the European Court of Justice can not only set out rulings which insist that individual countries conform to European
law, it can also impose sanctions and penalties to ensure that this takes place.
In practice, however, it is difficult to ensure these penalties are actually adhered to, and the length of time which it takes to obtain a ruling in
