The scenario has been presented by the student that this author is the leader of a political party in a small country called Octavia. This leader, and her party, opposes the oppressive government which is in place in Octavia. That government is headed up by Stal. Stal, it seems, has entered into a covert agreement with Muso, the leader of Moravia who intends to invade Octavia for the purpose of exploiting her natural resources and her people. For the assurance that he will remain in power Octavia but be in a position of a client state to Moravia, Stal has agreed to only put up minimal resistance against the Moravian invasion. The type of power held by Stahl is a text-book example of illegitimate power, power which has arisen with power which is not based upon societal consensus of the greater good. Ethically the author has only one choice given the above scenario, that is to expose the covert arrangement between Stal and Muso and to warn the Octavian people that an invasion is being planned. The author must decide, however, as to whether to organize a formal resistance to the Moravian invasion by declaring Stals oppressive government illegitimate and forming a new governments based on the principle of the preservation of Octavian integrity. Several facts must be considered in this decision. The first is that a resistance will result in some casualties among the Octavian resistors.
