Market oriented economic reforms have been instigated under a variety of political situations. There is no better testament to this fact than
Latin America. Several Latin American countries have instigated market-oriented economic reforms but most often they do so in a crisis situation. Peru, for example, began its reform in
the 1990s under then-President Alberto Fujimori. Fujimori effected a dramatic economic recovery for Peru, a recovery that was characterized, at least briefly, by soaring foreign investment (Arce, 2003).
Because he considered domestic economic groups too small to be of significant help Fujimore turned to outside aid (Manzetti, 2003). By the end of the 1990s, however, foreign interest
in Peru had plummeted and the economy once again took a downswing. Peru, like many of her neighbors turned to outside aid and deeper-market economic reform was stifled.
The thesis can be presented that: increased economic dependence on foreign nations for
aid in most cases stifles deeper market economic reform In the example from Peru it
is easy to conclude that a crisis situation is a necessity to encourage the high risk type of reform that characterizes deeper market-oriented economic reform (Weyland, 1996). When outside
aid is applied as a salve to this type of crisis there is a lessened need for that reform. There are, of course, examples from around the world that
