from John F. Kennedy International Airport in New York sat on the tarmac for eight hours because of bad weather, the Presidents Day holiday weekend and, as learned later, a
systems breakdown within the organization itself (Passengers trapped on runway for 8 hours, 2007). Passengers sat in a darkened plane, hour after hour, watching other aircraft depart and arrive until
busses finally arrived to relieve the passengers of their ordeal. Despite the media fallout from that episode (and others) and the follow-up "Passenger
Bill of Rights" prohibiting tarmac delays of more than three hours, a rerun of the story took place in late June 2010, as a Virgin Atlantic flight was stranded on
the ground at Bradley International Airport on route from London to Newark, NJ for more than four hours - again because of bad weather (Pawlowski, 2010). How did this happen?
Apparently the tarmac delay rule, in effect for U.S. domestic flights, doesnt apply to international flights, even when theyre operating in the United States (Pawloski, 2010).
The point of these two examples isnt necessarily to gripe about tarmac stranding, though thats bad enough. The problem is related to another, larger factor, which is
management of flight delays. According to the Bureau of Transportation Statistics (BTS), which keeps track of such things, causes for flight delays arent necessary linked to bad weather, but rather
are caused by aviation system delays (Long tarmac delays, 2010). However, weather has a definite impact on overall aviation system delays (Long tarmac delays, 2010). Still, other delay causes include
late-arriving aircraft, and maintenance and/or crew problems (Long tarmac delays, 2010). Bhat (1995) reminds us that, following airline deregulation in 1979 (in the
