Essay / Research Paper Abstract
A 4 page outline for a presentation discussing the performance of the Federal Emergency Management Agency (FEMA) following Hurricanes Katrina and Rita in the Gulf coast region. The outline focuses on New Orleans because FEMA's single staff member in the area evacuated to the Superdome and was continually informing Washington of the situation there and the evacuees' desperate needs. FEMA was able to send more evacuees to the Superdome but could not send supplies; it totally ignored the Convention Center that began its life as a shelter with no supplies at all. needed for immediate relief staged nearby, but far enough away to be kept safe from the effects of the disaster. B. Respond 1. FEMA is to assist with attending to
medical needs of individuals. 2. It is to provide supplies necessary in the short term. C. Recover 1. FEMA contracts for and coordinates cleanup duties. 2. The agency coordinates and
funds many short-term solutions a. Provides grants for needs such as truck rental for those who cannot pay for it. b. Directs those suffering job and income loss to the
Small Business Administration (SBA) for short-term, low-interest loans. This is of questionable relevance because the process requires copies of income tax returns, which often are lost in the disaster.
3. Provides housing and water for several months following the disaster if necessary. III. Preparation for Katrina A. There was one FEMA staff member in the New Orleans area prior
