this question challenged and solutions offered which place the main character at a crossroads, and at worst a major dilemma in his life. Eyes on the Prize, was a
fourteen part series that focused on the American Civil Rights Movement. Throughout this documentary one viewed the struggle for civil rights and equal rights the turmoil that this threw the
courts into. It also affected the nations lawmakers as they strove to determine whether civil rights should be left to the states to decide or if the nation should step
in and determine laws for The United States on these matters(Hampton 1986). Federalism, by definition, means that some policy matters should fall under the purview of the states while others
should fall under the authority of the national government(Bakvis 1987). At the beginning of the founding of America, most of the power did rest with the states. By the time
the civil rights movement was in full swing (late fifties and sixties) most of the rights had shifted from states rights to a federal government ruling. While Congress has
begun to shift the burden back onto the states it has to be said that what they are transferring back to the states are those programs that they have little
inclination to foster, improve or, quite frankly, deal with. Programs such as welfare and education have been placed back in the hands of the individual states because the federal government,
it would seem, grew weary of the lackluster performances. What Eyes on the Prize showed was that while there were people who were striving for equality and their eyes
were on that prize, likewise there were those whose eyes were on a different prize: money and power. Powerful interest groups have a huge stake in nationalized institutions, this film
