the past several years, a situation with which many Canadians are uncomfortable. It appears that none of the people of the nation would wish to turn their collective backs
on the oppressed of the world; in fact many of Canadas stringent regulations regarding the acceptance of immigrants into the nation have been suspended in order to accommodate many of
the worlds needy refugees. Newman (1999) wrote, "Luckily, you cant stage a Holocaust while CNN is watching" (p. 52), in reference to the actions that could have occurred in
the region of Kosovo. Abella (1999) writes that "for most of our history Canadas immigration and refugee policy has been exclusionary and racist.
We knew exactly what kind of people we wanted and how to keep out those we did not. It was not until the late 1960s that Canada finally abandoned her
racial discriminatory policies and opened herself to such places as Asia, the Caribbean ..." (p. 20) and others. That exclusionary attitude flourished for decades, and perhaps was strongest in
the late 19th and early 20th centuries. However, Canada always has been a nation rich in resources but poor in labor, and the nation was forced to alter its
immigration rules in order to attract additional workers to contribute to the on-going economic boom in Canada for much of the 1990s. Abella (1999) notes,
What is different is that over the past few years, refugees have been choosing us, rather than us choosing them. For all of our history, it has
