demands are increasing the capacity needed by airports. For this reason many airports are undertaking expansion. Expansion at an airport can have numerous impacts on the local environment, directly and
indirectly. In order to assess the viability of any plans it is necessary to assess the potential direct and indirect impacts of the proposed development. This paper is written
so that it can be applied to almost any potential airport expansion. The initial scoping report is to form the basis of the later in-depth report that will be
conducted before the formal proposal is presented. 2. The Scoping Report There are two types of assessment that may take place, baseline and
scoping. A baseline assessment will look at the current conditions of an environment; before any action is taken, and will make an assessment of the environment should the development or
project not go ahead. The baseline tests taken will vary dependant on the environment itself, but may include elements such as an assessment of local wildlife, including insect and
birdlife and a study of water, soil and air quality. The environment in its undisturbed state is examined in order to assess the before and potential after situation should the
development may go ahead. Most attention is paid to this baseline assessment where there is likely to be a negative impact, however, there is no reason why this
may not be used prior to a positive project of improvement to measure the level of improvement. The scoping assessment looks forward, working form the starting point of the
