and more of an organizations worth is tied up in its information system. While not true for all organizations, more of them are depending on their chief information officers for
help with strategic planning (Polansky, 2001). In fact, the trend towards expanding the role of the information officer began a long time ago and the number of chief information officers
has increased dramatically since the 1980s (Brand, 1999). A survey of 340 CIOs in the United States, France, Germany and the United Kingdom revealed that the role of
the CIO was already beginning to move into from " technical planning and implementation to strategic planning" (Brand, 1999). Further, the CIO was becoming a stronger voice in the actual
strategic planning process in some companies (Brand, 1999). There has been ambivalence even among CIOs about the changes in their roles (Brand, 1999). Information officers viewed themselves as "high-level technical
experts rather than as integral to the business itself" (Brand, 1999). In just the last few years, CIOs have become a more integral part of the companys business (Stuart, 2004).
Stuart commented: "Todays chief information officer must be connected to every aspect of company operations and able to anticipate issues and recommend ways of addressing them before they threaten the
running of the business" (Stuart, 2004). Stuart went on to say that todays CIO need to have comprehensive knowledge of technology as it continues to change so quickly (Stuart,
