Telemedicine provides an alternative to costly redundancy of equipment and medical expertise while guarding against reducing services to patients, but so far its greatest use lies in home health care applications. Telemedicines Purpose and Needs In an urban setting, high concentration of high-end diagnostic equipment is cost effective for the health care provider in that there are adequate numbers of patients that their costs can be justified. When the venue is rural, however, the people potentially needing such health care services need to be served, but the anticipated volume of use often cannot justify in terms of cost the redundancy of medical diagnostic systems. Though such redundancy is not cost effective, individuals in outlying areas need access to health care that they can reach in a reasonable length of time, particularly when adding the time-critical nature of emergencies. An additional consideration in costs for outlying areas is that of staffing needs. While those in outlying areas may need access to the expertise of various medical specialties from time to time, it is not cost effective for either private or public health agencies to provide onsite and permanent specialists. Telemedicine offers an alternative in that it combines the abilities of telecommunications, computer involvement and medical diagnostics at a remote site to support health care generalists in rural areas.
