An 8 page overview of the form of public administration from Plato’s observations to the advent of e-government. Public administration has been accused in the past of being anything but responsive to citizens, but the current shift to e-government heightens transparency and accountability. Further, the current climate of partnership between governments and the citizenry provides governments with more accurate knowledge of what the citizens want and expect from their public administrators. The result is a more positive result not only for the public, but for public administrators as well. Bibliography lists 7 sources.

in his Republic that Plato advanced the notion that those who govern do so only at and with the ongoing consent of the governed. This has not appeared to
have been the case throughout much of civilized history, as a review of any European or Asian nations history can illustrate. Its veracity is supported with many events of
history, however. Ongoing Changes Abel and Sementelli (n.d.) credit Plato with creating the scenario by which forms in the material world take shape
and change over time, relating Platos observations to "the reality of administrative practice" and defining the form that public administration must take. In the end, "Politics and administration are
distinct. Politics is about developing public policy and Public Administration is about executing it" (Abel and Sementelli, n.d.). In this view, "Public Administration is thus a tool at the
disposal of those elected to exercise power and it is therefore proper for political institutions and processes to set policy and control administration" (Abel and Sementelli, n.d.). Keeping politics
separate and apart from the administrative process enables public managers to execute policies more according to intent. Abel and Sementelli (n.d.) assert that "the processes of policy execution should
be studied scientifically in order to derive the most rational, economic and efficient means of administering policy. The form is always under assault."
