scheme of mans continued progression as a species. However, along with the good must always come the bad, and concerns about the Internet are not exempt.
It can readily be argued that the issue of computers and individual privacy has come to be one of the most pressing ethical concerns of the
entire technological revolution, inasmuch as "privacy is a fundamental right of individuals and is an essential condition for the exercise of self-determination" (Collin, 1998, p. PG). Monitoring and surveillance
have come to represent just two of the villainous components of computer use in the late twentieth century, with "vast quantities of confidential and sensitive information are stored in computers"
(Anonymous, 1997). What was once considered to be private communications, such as electronic mail, are now becoming available for consumption by the government, organizations, companies and a whole host
of other mediums where computers are utilized to transmit information. "The coming into being of new communication and computer technologies has generated a host of ethical problems, and some
of the more pressing concern the moral notion of privacy" (Miller, 1995). It is no longer uncommon for technology to allow for computer data bases to be employed as
