have earned the title, but Polk? This paper examines whether or not Polk should be esteemed so highly, and why so many people think so. Discussion Among Polks admirers are other presidents, including John F. Kennedy and Harry Truman, no lightweights themselves when it comes to being considered effective leaders. JFK compared Polk with presidents like Wilson and Teddy Roosevelt, both of whom have strong reputations. But Kennedy felt that they should rank lower than Polk: they had "raised the nations consciousness without accomplishing their specific goals" but Polk had achieved his objectives, even though he did "little to inspire or illuminate the nation" (Mayo 3). Harry Truman put it even more succinctly; he said that Polk "exercised the powers of the Presidency ... as they should be exercised ... He knew exactly what he wanted to do in a specified period of time and did it, and when he got through with it he went home" (Mayo 3). The "specified period of time" Truman referred to was Polks four-year term, because he said going in that he was not going to seek re-election. What he wanted to do he would do within those four years, or leave it undone. And what he did accomplish was staggering; much of it good, some of it questionable, but a considerable body of work. He came to the White House with specific goals: "a reduced tariff, reestablishment of the Independent Treasury System, settlement of the Oregon Question, and the acquisition of California" (Miles). He was able to get much of his domestic agenda done, but at the "cost of much dissension within his own party" (Miles). The Independent Treasury Act "displeased the probanking elements of the party," (Miles) but also established a "financial system, based on hard money, that would discourage paper credit ...
