peace. The development of the EU had gone from strength to strength, now consisting of 27 members and more countries in the process of joining. However, the EU is
more than simply a free trade area; there have been the harmonisation of many laws and the European courts are the superior court. The referral to the European Courts of
justice (ECJ) have increased and the visibility of the power. With the development of the union and the legal powers the EU may be argued as moving further towards a
federal state, with the loss of national sovereignty. By looking that the EU it may be discusses whether it is merely and International organisation made up of its members

the Second World War. Frances foreign minister, Robert Schumann along with Jean Monett who was responsible for supervising the economic recovery of France after the War proposed a plan to
port their production of coal and steel with that of Germany (McCormich , 2002, Kent, 2001). This proposal recognised the damage imposed on Europe by the recent war and its
need for reconstruction physically, economically and politically. If this could be achieved it would be unlikely another war of this type would happen again (Kent, 2001). It was also recognised
that a moral obligation existed with the European countries to help Germany rebuild after the devastation inflicted by the War (Hartley, 1994) The
