a body of institutions that are controlled and dominated by Member States consider the Union to be intergovernmentalist, those who view the Union as a separate and distinct polity that
holds significant autonomy are supranationalists.ii Under the intergovernmentalist structure, the Union strengthens the power of individual members; under the supranational structure, the EU limits the rights and autonomy of individual
members. Further, the supranational structure would in fact, undermine the traditional roles of the state.iii To clarify, in intergovernmentalism, decisions are made by unanimous vote of all member states; any
elected representative or appointee acts only in an advisory capacity.iv In supranationalism, appointed officials or representatives of the member states hold the power to vote and decisions come about through
majority vote. This would lead to member states being forced to implement a decision they did not agree with.v Historically, France, Britain, Denmark and Estonia have favored intergovernmentalism while Belgium,
Germany and Italy have favored supranationalism.vi Even under the supranational structure, the political and legal structure of the EU should not be confused or interpreted as federalism.vii Federalism is a
structure wherein the individual states cede the absolute right of independent action to the supranational body.viii That action is taken to foster the common interests of the federation as a
whole rather than the limited interests of one state.ix The European Union is actually a unique configuration, neither a federation nor an organization.x Among other things, it has been referred
to as a regional organization.xi Member states pool their sovereignty, turning some decision making over to the Union but retaining a great deal of autonomy and decision making within the
