extremely high and professionalism will add to the quality of performance. All too often, people characterize government agencies as fraught with red tape and manipulation. They also see the people
working for them as inept. Public agencies therefore have challenges in their attempts to convince the public of their credibility. In examining the issues associated with ethics and professionalism, some
attention to philosophy is important. Government agencies should be attached to ethical codes, philosophical ideals, and acceptable goals. Such agencies want to support ideas of transparency, accountability, and trust. When
President Obama took the helm, and even during his campaign, he noted that the government would be transparent. That is, the people would be privy to what went on behind
the curtain, and there would be nothing hidden. Some have commented that Obama has not kept his promise, but at least attention to this important issue has been prevalent. Providing
a sense of transparency is important so that the public knows that nothing is being done behind closed doors. Similarly, they must see their government as trustworthy and assume that
it will take responsibility for its past actions as well as its commitments for the future. These concepts have been discussed in the public quite often. Yet, behind some
of these more popular concepts are theoretical models that could prove important as well. They are often attached to basic concepts in philosophy. For example, ethical relativism is when someone
takes the position that anything goes if it is acceptable in a particular society. Many are familiar with the phrase "when in Rome, do what the Romans do" and the
