Schafer (2002) defines ethical conflicts as what occurs "when the actions of one person or a group of people interfere with the interests of another person, group of people, or the community as a whole" (p. 14). The three ethical codes that Schafer (2002) defines are mandatory ethics, aspirational ethics and personal orientation. Mandatory ethics is the code based on "the rule of law or administrative policies" (Schafer, 2002; p. 14). Aspirational ethics "represent the optimum standard of behavior" (Schafer, 2002; p. 14) and varies with the individual. Personal orientation allows for individual values or the dictates of culture, religion or prejudice. B. Three Questions "What should I do?" strives to identify the "right" thing to do. "What will I do?" is the question that arises when weighing options. "Does it fit?" requires that the individual decide whether choosing between "should" and "will" is acceptable to him relative to his own values and beliefs. Short-term solutions are those that may be self-serving, and are likely not to match up with what the individual believes is the right thing to do. Long-term solutions carry "higher personal risks and an intangible measure of worth" (Schafer, 2002; p. 14). 2. Utilitarianism A. Two Forms Utilitarianism defines morality in terms outcome for all parties affected by a decision or action.
