The question states that a traveler preparing to board a plane is "sweating profusely, clutching his stomach, and appears to be in great pain." He appears to
become quite nervous on being approached a border patrol agent asking if he needs help, who also suspects that the man is smuggling drugs internally and that one of the
balloons containing the drugs - if the border patrol agents suspicions are correct - has begun to leak and its contents is poisoning the man. The border patrol agent
must weigh his options and act quickly should he decide to do so, for the traveler is about to board the airplane. The
question does not specifically state what the planes destination is, so it will be assumed here that the airplane is bound for a US destination. Were it leaving for
an international destination, the matter of whether the man might be attempting to smuggle drugs would be of less import. The agent has offered assistance and has been refused.
Being bound for a US destination changes the options that the agent needs to consider. If the man is indeed smuggling drugs,
it is likely that he is carrying a significant amount. If he reaches his destination in no worse physical condition than that which currently exists and he is smuggling
drugs, then those drugs eventually will reach the streets to compound the drug problem that already exists. Smugglers also will be aware that they were able to get past
