evaluation of intelligence led policing programs. Before embarking on a program evaluation it is necessary to consider the range of ethical issues that may be faced by the evaluator. Barker
(2003), argues that program evaluation can be seen as a specific field or subset of general research. As such, it maybe argued that many of the principles associated with ethical
research, can be applied to program evaluation. However, it is necessary to apply ethical considerations to the particular type of research it is going to be undertaken. Therefore, it is
necessary to develop an ethical approach specifically for program evaluations. The first stage is to briefly considered exactly what is meant by program, as it is only when it is
understood that the range of ethical issues may be applied to this particular type of research. Royse (et al., 2009), defying a program as a collection of organised activities which
have been put together in order to achieve specific objectives, with the core characteristic being the presence of organised activities, rather than random activities. Furthermore, they are usually some type
of intervention or service that is expected to either solve a problem or improve the situation, ultimately having an impact on the participants of the program (Royse et al., 2009).
