S&P 500 (Small Biz Bee, 2009). This organization uses rigorous criteria to select the most ethical companies in the world. Companies apply to get on the list but not all
make it. The criteria includes investigations into the organizations corporate citizenship and responsibility, innovation that contributes to the well-being of the public, industry leadership, executive leadership and tone, legal, regulatory
and reputation track record and internal systems and ethics/compliance programs (Small Biz Bee, 2009). All of these criteria could be used for any organization, including public safety agencies. Given the
reports of unethical and even illegal behaviors among different police forces and other public safety agencies, it would seem like a good idea to have such an investigation and list
for these public agencies. After all, they are all concerned with the well-being and the security of the public. Unethical behaviors in any public safety organization significantly reduces the publics
confidence and respect for that agency. It is important to recognize that public safety organizations such as law enforcement, paramedics, firefighters, military personnel and others work under horrendous stress. The
