and though his fate still remains unconfirmed, it seems apparent that the allies will be faced with the formidable task of establishing a new regime in what remains one of
the most tumultuous areas in the world. In order to decide which direction to steer Iraq, it is recommended that regime organizers first take a step back in time
and consider the effectiveness of Iraqs prior regimes. Although this hotly contested oil-rich country now commands considerable international attention, the region now known as Iraq was of little
interest back in the mid-nineteenth century because it "raised very little revenue, it had little military or strategic importance, and its borders were not precisely defined" (Bickerton and Klausner, 1991,
p. 15). In June of 1831, the Ottoman army, led by Ali Ridha Pasha, invaded Baghdad and Iraq became an official part of the Ottoman Empire (Simons, 1994).
The Ottoman Empire was, in the mid-nineteenth century, a model of political efficiency. Historian Bernard Lewis (1994) observed, "They [the Ottomans] created a political culture, which was well understood
and in which each knew his powers and possibilities, his duties, and his limits" (p. 136). In 1869, the Empire named Midhat Pasha as governor of Baghdad, and he
