The extent to which peace and security play integral roles in achieving this objective is both grand and far-reaching (Hunter, 2006); satisfying anything less than all four criteria speaks to a Palestinian presence whereby the quest for establishing independent statehood is little more than a fa?ade for continued conflict. "An independent Palestinian state must be secure within its borders, provide for the routine safety of its inhabitants, be free from subversion or foreign exploitation, and pose no threat to Israel. Moreover, these conditions must be established from the moment of independence: Unlike infrastructure or industry, security is not something that can be built gradually" (Gompert, 2005, p. 5). The perpetually forward moving progression of independence has warranted an extended type of supervision with regard to Palestines social and cultural issues. In order to maintain reasonable control during this time of sought autonomy, there is a need for governance so the state ultimately represents "the will of the people, practices rule of law, and is virtually free of corruption" (Gompert, 2005, p. 5), thereby requiring a complete reversal of how Palestine currently operates as a member of the global community. Clearly, governance serves as a significant component in conditions necessary for an independent Palestinian state in order to set much-needed ethical precedence. Becoming an independent state will mean nothing to the Palestinians if they do not have economic security, a reality that can only originate from those in a position to make decisions for the masses.
