how to coordinate intelligence among the many agencies of government. Discussion The first question is: Is it true that the NSC is a personalized tool of the President and
not an independent agency within the national security apparatus? A report entitled "The National Security Council: Recommendations for the New President" by D. Robert Worley is an excellent source of
information about this matter. Its dated 2008, so the new President still has to be elected. At any rate, the report notes that over the years, the way the NSC
has been structured and used has changed with the President, and at his discretion; in a sense, then, the NSC is always a personalized Presidential tool. Some presidents have used
the Council extensively; others have barely paid attention to it; still others have put strong secretaries of state in charge of it while others elevate the advisor.1 The report advises
the incoming President to do a number of things on Inauguration Day in order to structure the NSC so that it will operate as he wishes. Among the things the
report suggests he do are to decide if hes going to manage national security through the NSC or through the cabinet; if hes going to manage it through the NSC
then he will need to choose a "robust staff" almost immediately upon taking office.2 Worley also suggests that the new President use the NSC as it stands now at first,
and then "fine tune" it as he settles into his administration.3 Clearly, the structure of the NSC and the way it operates depends entirely on the choices the President makes
