for change suggest a greater degree of responsibility regionally than is generally perceived. Environmental policies and policymaking are often perceived as something done at the federal level, thorugh support
of organizations like the Environmental Protection Agency (EPA) and reflective of a range of specific environmental acts (e.g. the Clean Air Act, the Water Acts, the Superfund, and the Surface
Mining Act)(Stewart, Hedge & Lester, 2008, p. 213). Though the federal government has implemented the overarching policies that dictate environmental protections, state and local governments have been responsible in
a large part for the application of these laws and for management of issues that are not immediately addressed in federal decision-making. Specifically, state governments have effectively addressed some
of the environmental issues that have faced state and federal governments and impacted the ability to manage environmental protections efficiently (Stewart, Hedge & Lester, 2008, p. 224). Many states,
including Massachusetts, Florida, California, Maryland, Florida, Michigan, New Jersey, New York, and Wisconsin, have implemented measures that are more stringent than federal controls to address particular issues in individual states.
The movement towards greater control at the state and local level based on decentralization is reflective of the increasing responsibility for the implementation of policies. For example, each state
defines and implements their own policies regarding waste minimization and recycling and "bottle bills" vary from state to state in relation to recycling initiatives. States and local governments have
been responsible for creating a social culture in which waste minimization is an expectation and is in alignment with the efforts of many local governments to seek green status.
